Not always. You can start through a distributor or direct export contracts. A local company becomes necessary when you want to hold stock, employ people, hold licences or control the customer relationship.
A representative office represents and protects the parent's interests but is not meant for commercial activity. A branch can carry on the parent's business but is not a separate legal entity, so the parent is directly exposed. An LLP is a separate legal entity with limited liability and the usual choice for operations.
